“In order to adopt a child in Morocco, you must become officially Moslem and obtain a document to that effect from the appropriate religious
authorities in Morocco. Statements asserting that Moslem beliefs are held by an American from any religious authorities outside Morocco will
not be honored. You must also demonstrate to the satisfaction of the Moroccan authorities that you were resident in Morocco prior to your
adoption of a Moroccan child. There is no set time period for residence, which means that Moroccan authorities can essentially decide at
will who is and who is not a qualified resident”

General considerations (machine translated from http://www.afada.org): Morocco is a predominatly Muslim Country, and ‘adoption’ of orphans
is not done.  The child is placed under a
guardianship (trusteeship) of the new parents. Legal references - Law 165/93 (Department of the Interior
of 1983), Code of the Personal Statute (Mudawana).

Dossier (Properly legalized,  translated into French or Arabic)
-  Certificate of birth.
- Certificate of marriage, with a minimum of two years of marriage.
- Certificate of economic solution.
- Certificate of work.
- Medical Certificate.
- Psycho-social Survey (Home Study?)
- Criminal record.
- Certificate of residence.
- Certificate of suitability  (US 171?).

In addition, a request of kafala and a certificate of lodging, in which one settles down that this marriage has address in Morocco, since Circulating of 1983 demands this requirement to the foreign citizens whom they love to constitute one kafala.

Once completed the file it is made arrive at the Wilaya (maximum organ of local representation) or at the Prefecture (several prefectures form a Wilaya). A social assistant and a Kaid make simultaneous surveys to know the family. The marriage must maintain an encounter with both. After the conclusion
of the surveys, it is sent, with all the documentation, to the Department of the Interior, that must approve or not the file. If the Department of the
Interior decides the authorization of the file, this one is sent again to the Wilaya or Prefecture, where it becomes to summon to the parents and in an approximated term of 24 hours, the Wali authorizes the delivery of the minor and the constitution of kafala.
