Note 2 - I created this page more as an intellectual exercise than anything else.  Adoption as Americans refer to it is not allowed in Algeria, as it
is a Muslim country.  The "adoption" of a child is done under the rules for Kafala (or guardianship).  It seems that France is struggling to allow
the legal guardianship of these children, vice regular adoption (I think I understand this correctly).  However, sometime in the past adoption/kafala
was allowed in France and I found quite a few sites detailing how it was done.  Do your home work.  The translations were done by machine

Procedure for the kafala with the Consulate of Algeria
The deposit of the file is done near the consulate of Algeria

File required:
- The handwritten request signed by the couple,
- Photocopies of the consular charts of registration of the couple,
- The photocopies (front & back) of the residence permits of the couple,
- A family card of marital status (marriage certificate)
- Birth certificates of the couple
- Documents in proof of resources (three last cards of pay) (Employer letter ?)
- A rent receipt or act of property (proof you own/rent a house/aparment)
- Medical certificate that the couple is ready to raise a child,

Once these documents joined together, an investigation is engaged by the social service of the Consulate-general to evaluate the capacities morals and material of adoption of the applicant.   (I would assume that the Home Study would fulfill this).  The file is then sent to the Ministry for Foreign Affairs
in Algiers, which returns a mail with a favorable opinion or not. The opinion of the consulate in France is very important. This document is to be withdrawn with the consulate, and only this document makes it possible to go to Algeria in a pouponnière (orphanage) to take advantage of her rights.

Once that you have the agreement of the consulate of Algeria, you leave with your letter (which will have been sent to you by the consulate) has the
DAS (in Algeria) to withdraw your file there in order to deposit it has the pouponnière (orphanage) of your choice. With the pouponnière you will have exchanges with the psychologist and/or the welfare officer and/or the person in charge. You will explain your choice.

1)  Judgement of Kafala

File required to deposit at the court:
- A birth certificate of the child
- A marriage certificate
- A birth certificate of the couple
- The last card of pay of the couple
- A handwritten request
- Photocopies of the two Algerian indentity cards of the couple (+éventuellement charts of consular registration)
- Two revenue stamps
- Certificates provided by the DAS
- A residence (Receipt EDF, invoice of telephone) (I am not sure if this part is obligatory)

2)  Agreement of name
- A birth certificate of the child
- A birth certificate of the father
- A handwritten request
- A declaration on the honor which one does not know the biological mother (this letter must be legalized with the town hall of your choice)
- A certificate delivered by the DAS
- A legalized photocopy of the judgement of Kafala
This file is to be deposited with the ministry for justice - service of the marital status. To click on this bond, for acceder with the model of letter for an agreement of name.

3-authorization of exit of the territory
- A birth certificate of the child
- A birth certificate of the couple
- A marriage certificate
- A legalized photocopy (with the town hall of your choice) of the two Algerian indentity cards of the couple
- Four revenue stamps (two of 200 DA and two of 20 DA)
- A handwritten request
- A certificate provided by the DAS
This file is to be deposited with the court.

BEFORE RETURNING, to translate all the documents by a sworn in translator and to make copies legalized near the town hall.

5. Departure in Algeria
Once all steps carried out in Algeria to obtain Kafala and Concordance of name, to go to the Americain consulate in order to obtain a visa.
List documents necessary to the American consulate in Algiers:
- notification by the BCIS of the I-600 (I-171 ?)
- I-600A approval
- final adoption decree
- proof of custody from the foreign government the child' S birth certificate
- the child' S passport (from the country of the child' S nationality)
- the completed and signed medical examination
- photographs of the child the visa application (Form OF 230)
- completed I-600 petition (if it was not previously approved byBCIS)
